The incident has sparked a heated debate, with Palau President Surangel Whipps Jr. at the forefront, demanding transparency and respect from Beijing. Whipps Jr. expressed deep frustration over China's lack of communication regarding the missile test, which traversed Palau's airspace. In his words, "A unified Pacific voice is critical in getting Beijing to respect sovereignty, to respect transparency, and to be a responsible partner."
The incident has also brought to light the differing approaches of China and the United States. While the US has been more forthcoming with information about its missile tests, China's lack of notice has caused concern among Pacific nations. Anthony Albanese, the Australian leader, echoed these sentiments, stating, "(That is) certainly not what is expected internationally, from a submarine which went across and landed in the Pacific, near Nauru, near Tuvalu, with no respect for those nations."
The Pacific Island Forum, a platform for regional cooperation, has been overshadowed by the China-Australia rivalry. Leaders from several countries, including Fiji, Vanuatu, Samoa, Kiribati, and the Solomon Islands, were notably absent, citing domestic issues. This absence has been linked to Beijing's displeasure over Taiwan's participation, a point raised by PNG Prime Minister James Marape as a potential distraction. Whipps Jr. defended Taiwan's inclusion, asserting that "Taiwan is a partner and so is China."
The forum's focus on sovereignty and partnership is further exemplified by Palau's commitment to a 1993 agreement allowing Taiwan to participate. Whipps Jr. stated, "That’s what’s keeping the Pacific together because we respect each other’s sovereignty. We respect each other’s partnerships."
In response to the China incident, Albanese emphasized Australia's commitment to supporting Pacific-led initiatives while respecting sovereignty. He highlighted a solar energy project in Palau as a practical example of Australia's impact in the region. However, the underlying tension between Australia and China casts a shadow over these efforts, underscoring the complex dynamics at play in the Pacific.
